Don't parameterize problem definition with OutputVerdict #4

OutputVerdict was used for storing named objective functions values (like, 
stripHeight for spp-2d). However, this is better to be done by Output. Hence,  
there is no need to have custom OutputVerfict for some problem and it can be 
removed from problem definition.

Let's track, say for several weeks, if there is any use cases to include 
OutputVerdict into problem definition and remove it if there is no such use 
cases.
