dbconf.py: enable/disable key is broken

What steps will reproduce the problem?
1. Add a yubikey configuration
2. Disable the key using dbconf.py -yd <nickname>
3. Query the server using an OTP from the said yubikey. The server will accept 
it.

What version of the product are you using? On what operating system?
svn trunk (r38)

Please provide any additional information below.
Actually the code in dbconf.py performs wrong queries on the database. The 
attached patch fixes this.
