Bump to PHP 8.2 #60

I think this would be a better starting position for people, rather than PHP 8.1 (which is EOL this year).

PHP 8.3 and Drupal 10.2 is technically in support, but contrib support may not quite be there yet.

i'll have to update some repos, but the "current best" base is at https://github.com/lagoon-examples/drupal-base and is php8.3
