make Mendeley report on EventCountDecreasingError class errors

Still needs some tidying, but let me know if it seems okay to you. The csv file written out is in gitignore, but I can remove that so it's included here.

Note that in this report all values go down to zero https://github.com/articlemetrics/data-quality/blob/master/alerts/mendeley_2014_11_02.md#visualize - we talked about splitting out those that go down to 0 and those that don't, but these all went down to 0.

I'm not sure there's any way to parse these, since they all went down to 0, seems like something just went wrong on the Mendeley side?
