Scroll of tabs in Mousepad is broken #86

in Mousepad i can only scroll tabs if mouse over thin areas, which i painted with pink on screenshot: 2022-11-24_18-29-07

Hmm, I thought I replied... I did take a quick look at this program and it just seems to be the way the application implemented widgets that make up this "tab" bar. There's [some other widget] in the way so our patch doesn't receive the "scroll" event, except for those tiny regions.

Any one is welcome to improve the patch.
