都是兼容性的处理，从这个角度来说是同一件事。差别是：
优雅降级的出发点是效果为王，或者说是一开始设计便是针对高级的浏览器，然后再考虑IE（并没有要黑）。
渐进增强的出发点是内容为王，保证各个浏览器可以基本的阅读，再去考虑酷炫的效果。
