Remove obsolete source build `Makefile` #1158

This was added in PR #86 to support Ubuntu 16.04, which had dated stock apt packages for dependencies, and so a source build of dependencies was required.

Ubuntu 18.04 and newer had updated apt packages, so no source build was required for dependencies.
