connection and credentials to postgres fixed, poc api works #3

This PR implements connectivity to Postgres-ha through pgpools with the correct credentials created and used in the install_postgres.sh script (which was misspelled)

test api now works for inserting jobs into the database, along with base64 json workloads.

agents receive job info in the get.
