Satellite Passes endpoint #21

I was thinking we could take the code from the iss-passes endpoint and make it a generic satellite-passes endpoint with configurable params, then default it to the ISS instead. This way anyone could use it to look up the info.

If we could have AmSat repeater passes sortable by frequency I know I'd use it.

@MoonGoddess This is great feedback. I've been meaning to get back into this project so maybe I'll give it a shot. Feel free to submit a PR if you have ideas too!
