GitHub and JIRA support in same tool. Config in repo (.phlow file?) should determine task system in use (which type and which location/URL). Note, we can't assume that it is always the actual repo itself for GitHub. Users might be using github repo but track issues on JIRA, or you might be working on a fork but track issues on upstream repo?
