Azure function to query log analytics and return result of job #13

Query log analytics only if container logs are not available.

Azure function can not query log analytics. :(

As part of #20 logs for the tasks from the past 24 hours will be available and IMHO this should be fine. If logs for tasks older than 24 hours are needed, then users will have to access log analytics from the Azure portal.
