move satgpt role creation to setup #3

currently happens using https://github.com/lalligagger/shell_gpt/blob/main/sgpt/make_satgpt_role.py

could to this in preparation of roles being added to a shell-gpt release

moved to setup.py for now, will find a better solution along with #1
