This commit updates sconstruct from NVDA Add-on Template and satisfies the new requirements introduced with it: minimum NVDA version and last tested NVDA version manifest keys.
I minimally tested the add-on with NVDA 2017.3, the earliest version that someone could have an objective reason to be still using, and it appears to be working fine, so I propose to set minimum NVDA version to 2017.3.0.
I've specified last tested NVDA version as 2019.1.0 as it seems the add-on is also compatible with upcoming 2019.1.
I've also set add-on version to 1.2.3-dev.
