Motivation

We want to have a common formatting standard, that enforces everyone who pushes changes in a branch to comply with them.

Summary of changes

Add a .editorconfig file that defines a set of formatting rules for our project.
Apply the new rules to all the .cs files in the project.
Add a workflow to run a formatting check in the CI.
Add a makefile rule to setup the new tools and run the formatter.
Add docs on how to setup the new tools using Makefile.
