Ideally, this looks like:

Update the niv pins
Build
- On success: Push to master
- On failure:
  - If PR exists: Push to PR branch
  - If no PR exists: Open PR

If I hardcode the PR branch to something like niv-update then this shouldn't be a huge problem to implement.

I will need to create a machine user for this, unless I want to use my own account to create the PR, which IMO would not be ideal.
