Write the InfluenceDistribution algebra with a Democracy interpreter

• Under the package lambdaone.kratia.influence write a tagless final interface that matches the basic model
• Make a simple interpreter that encodes Democracy (just like the basic model as well)
• If the Registry is still not implemented, then type a quick tagless final algebra yourself with the required operator
