@markcarroll I don't have bandwidth to work on this at the moment but I'll be more than happy to review PR 🙏

I'm going to work on updating the build to work with 3.6, 3.7, or 3.8. I think the main issue is if there are dependency conflicts between versions. Ideally, we wouldn't need to maintain a separate Dockerfile for each version, but that may be the easiest approach, with the older versions simply not being maintained once a newer gdal is released.
