Prepare for rocm_sdk_builder 6.1.1-2 release #64

Something missing? I would like to do this pretty soon and then start checking merge to rocm 6.1.2.

Did some re-arrangement for the build order, basically building the cmake, zstd and python all on the beginning of the build. While testing that, I found that the suitesparse build went broken with zstd v1.3.6 due to header changes, so I downgraded the zstd to v1.3.5. (Earlier suitesparse build worked because zstd was build after doing the suitesparse)

Build passed on fedora 22.04 and fedora 24.04. Testing fedora 40 next.
