Implement package status page #181

It would be beneficial to eventually reimplement the WriteRepositoryData command as GHA action instead so that future errors preparing it can be easily seen by anyone on TSC. Cron logs or even that there was a failure can be seen only by a limited set of people with access to platform.sh and when checked explicitly.

Page can be improved by a adding a maintenance policy at the top. Can be done via separate PR.
