This patch switches CI tooling from Travis-CI to GitHub Actions, using the same basic workflow as developed for laminas-cli, with two changes:

It adds a "benchmarks" property to each job in the matrix, allowing us to selectively run benchmarks.
It removes the "force-update" flag for the setup-php step; this allows it to run in seconds, instead of 1.5-2 minutes.
