A simple merge-up doesn't seem feasible here 🤔

EDIT: re-targeted PR to merge to 3.7.x

I have:

deleted 2.7.x - no longer accepting 2.x work, now that 3.x has been around forever
deleted all branches up to 3.7.x, since 3.7.x supports PHP 7.3 onwards

I've adjusted all differences/divergence between branches in a merge commit (617fbc3), which will generally allow for cleaner merge-ups from now on, should they happen.
