New yaml format 0.2.0

Versioning refactoring

renamed all versioning files
always generate CURRENT_VERSIONS from LOCAL_VERSIONS_FILE
removed update_defaults as it's encoded in the ordering of the LOCAL_VERSIONS_FILE (CURRENT_VERSIONS should not be modified independent of LOCAL_VERSIONS_FILE)
simplified code using dataframes
