Add ICD 9, 10 and 11 from tuva #531

We recently learned that the tuva project is hosting ICD in csv format: https://github.com/tuva-health/the_tuva_project/tree/main/seeds/terminology

[x] Add ICD9 directly from the csv
[x] Add ICD10 by getting tuna's S3 link
[x] Add ICD11. Not clear yet whether tuva has it
