Moves registration scripts that are not supposed to be user facing to dev. Users are really not supposed to interact with these so I opted against core.
The script in #66 is currently a bit wonky to test. Discussed with Sunny and will consider adding one as soon as another PR is in. Generally, most/all of dev is untested because the integration tests are too heavy.
