Is the "CMS KEMRecipientInfo Processing Summary" section needed? Both Mike and Carl pointed this out during review. It is basically a less complete version of section 2 from cms-kemri.
I added the section because rfc5990bis also has this section. I will see if Russ wants to remove it from rfc5990bis or if there's justification to keep it there (and here).
