CI: Update Ubuntu image, use multiple GCC & CMake versions #37

Updates the Ubuntu image to 18.04, as 16.04 is no longer available in GitHub.
Moves from individual scripts to install dependencies to specialised actions
- This way we can select specific versions of tools in a way that works easily cross-platform
Set's up the CI job to test with an old and new version of GCC and of CMake
- However latest GCC and CMake don't work, so this PR leaves versions that currently work

Whoops, I missed this PR when I started work on the CI fixes after dealing with the compiler issues.

I'll work to merge my edits in with yours, as this is a much better approach than the one I was working towards.

Fixed the merge conflict (that I created!) and updated the Mac build target to mac-latest, as that one now works through the compiler fixes now in master.

I'm going to merge this in so we can benefit from your approach on the action rather than using the script-based approach from before.
