Add any image from a file to a map display #216

Reported by wenzeslaus on 6 May 2016 22:55 UTC User should be able to show a PNG, JPG or SVG image in the Map Display (as in the g.gui.animation). Use cases are:

logo/watermark
overview/inset maps
custom north arrows

This can be implement in wxPython only but it would be good to have also a d. command version of this (a separate module or an addition to https://grass.osgeo.org/grass77/manuals/d.graph)..html
