A basic module for GRASS noise modelling could be developed based on this existing work, and AFAIK would be the first fully-open source noise model in a geospatial context.
maybe just ask the authors if they are willing to port it to GRASS GIS?...

It has already been adapted into SPreAD GIS, an "open-source" (no license specified) noise model for ArcGIS. (http://warnercnr.colostate.edu/~sereed/research/SPreAD-GIS.html Project site)
