90 road backend functionality

This PR is NOT ready for Merging; however, I wanted people to be able to look at it. Naming conventions and types need to be arranged but the gist of building settlements, and showing potential roads and settlements are in place.

I am continuing to work on the roads and settlements. Please feel free to take a look at the progress. You can build roads, settlements, potential settlements, and potential roads.

• Now its all edge cases that need to be fixed as well as taking away potential settlements upon purchasing one. Apologies for not breaking this task up but it kind a all just flows into one another.

At this point I have written so much code and have got a lot done but there is still just so much to go. I would like to throw out the idea of merging this branch and then splitting it up into bug cards. The main functionality is done, its just a few things wrong outlined below:

• Can click on a road when 'white' (check color before allowing buy)
• Potential Settlements are 90% but when you buy one build to roads and then another settlement, then it adds a potential in-between.
• Need to remove potential settlements from each player not just the current player.
• Sometimes roads are not bought on all surrounding tiles and therefore sometimes appear white

Fixed all the road-related bugs that I ran into... tomorrow I'll deal with the settlements, but I think I can figure this out. Cheerio!
