Passing Date & Time of Time Slider through viewFormat #212

Which products are relevant to this feature request?
KML/Google Earth

What should this feature enhancement do?
Pass date and time displayed in the viewport (managed with the time slider)
through viewFormat to a server, so it can adapt to this.

Are there any currently known workarounds that produce the same, or
similar, result?
None.

Simillary network-links refreshmodes should be extended to account for 
network-link 
becoming active as a result of the user moving the timeslider. 

(This is possibly a seperate issue, which I will raise if required, but feel 
its very 
closely linked to this one) 

basically need a 'onTime' refreshmode, possibly as a value of <viewRefreshMode> 

- but that is unfortunate, because there are cases where might need onStop and 
onTime 
or even onRegion as well. Will raise this as another issue! : Issue 287

Ah, also Issue 78 is effectively a duplicate.
