resolve container deployment issue #43

There is a port conflict when trying to deploy an updated container, which can potentially be resolved via: https://aws.amazon.com/premiumsupport/knowledge-center/dynamic-port-mapping-ecs/

A short-term fix is manually going to ECS in AWS and removing the deployed container, then rerunning the deploy process. @timshoaf mentioned it may be a scaling issue, I'm taking a look now and will update my findings here.
