Enable gamification levels #16

When the user finishes the tutorial (10 yes/no questions +46 A v. B questions), they get the "Novice" badge and can add experiences to their pool from the global stackrank.

When the user finishes 500 questions, she becomes a "Greenhorn," and gets a weirdness score.

When the user finishes 5000 questions, she becomes a "Captain" and gets compatibility results.

When the user finishes 50000 questions, she becomes a "Master" and gets generalized activity recommendations.

When the user finishes 500000 questions, she becomes an "Expert" and gets personalized activity recommendations.

Michal recommends deprecated- might be a lot of work for the relatively low value add.

Lane: not a ton of work, but a lower priority. Lane: we want to balance blocking from features, with unlocking features. Maybe you can't submit new experiences unless you've participated (to avoid getting crap in our database).
