use notion as a backend

Implemented the thing we have talked about for a while now. Delving into react was pretty fun although the layers of abstraction gave me several headaches

benefits of using notion as a backend:

• very easy to edit for non-technical executive members
• low update latency since updates are not dependent on a single person
• hopefully less downtime since there is a caching layer between notion and the website that is a simple json file
• easier to maintain assuming that notion doesn't go bankrupt
• it becomes effectively free to add/modify/delete columns and its very easy to store additional data (the new api already provides a lot more than the current route)

Issues:

• obviously it is extremely reliant on our continued use of notion
• I took the hackathon approach of implementing this, which is to say that I tore away at the existing code until finding a solution that worked - I'm getting a lot of errors on my localhost console that probably shouldn't be pushed to prod
• one more api gateway to maintain because I don't know how to code in C# and also there is no notion sdk for C#

i also broke the system that sorts the exec positions based on their rank - ill patch it in the api but i don't feel like ripping it out of the tsx right now (https://github.com/langaracpsc/notion-web-api/issues/1)
