Fix short_cite in rule learning (and add validation to template) #103

The citations displayed in the forest plot are too long and contain pub info which doesn't follow our scheme.

Btw: I did calculate n characters once for optimal display, but can't find that right now, I think it was about 35 - Maybe we can add a length check to the template?

The validation should be in the spreadsheet template.

added short_cite validation in metalabr package (current limit is 35 characters but can be easily changed)
