show the short description of the MA in the visualization page #108

Has anyone written up descriptions for the datasets? If not I'll go ahead and get started with this, the coding part shouldn't take very long but I assume that others will have better insight and knowledge into what should be written. @cissard @shotsuji

See most recent two pull requests, #127 shows an update to the UI file for showing the short_desc data in the datasets file. #128 is the server code to make this happen. I wasn't sure if the team wanted to include citation information so I wrote it up, tested it, and commented the code out. If we want to add it then it's really quick and easy to drop it back in.
