Download Selected Data error #431

In the researcher interface, when you select participants and click on Download Selected Data/Download Selected Data (CSV/all), you get an error saying:

Error: You must select at least 1 completed response.

This happens no matter which participants I have selected (i.e., whether the participants are completed or not)

@vmarchman this is working for me if at least one of the forms is completed
