Reintroduce !peak #67

Since TMAnna is gone (or atl east non functional or someshit), we should introduce !peak into the bot.

Just pull the amount of ppl on channel every minute of so and compare it to the stored value

If higher than stored value, scream about it in #botb and replace If not higher, check again in a minute

Best add it to the channel join listener instead.
