Bump NIST rules package to v4.0.0 #31

The NIST password rules package (v3.0.0) supports translations / localisation. The newer feature of v4.0.0 includes two new rules related to repetitive and sequential character sequences.

We should include this new version in the boilerplate and publish the package's language files.
