I can understand the editors' worry. CxG is more a family of approaches, and if Sign-Based CxG is part of this family, then you can say that HPSG is so as well. I think the real opposition in linguistics is between mainstream generative grammar and usage-based linguistics (i.e. cognitive-functional). Construction grammar can be instantiated in both camps.
