It's not really true that 's-structure is a new semantic level'. It has been there from the beginning in glue semantics. However, in those treatments, it was not really a *structure* in the technical sense, because the bits were unconnected. It was in Asudeh & Giorgolo (2012) that we first proposed that we could treat s-structure as a properly connected structure and then move a-structure facts to this structure. So the material before and immediately following (10) here is slightly misleading: s-structure is not new and a connected s-structure is not new to AGT, but had rather been proposed by me and Gianluca previously.
