[Delivery] Pre-MVP, Reusable workflows (Magma)

Create the first version for testing with ML Engineers.

Objective:

• Create an initial version, template in which we can share with ML Engineers.
• They introduce singularity image path and sbatch scripts, to launch their single step processes.
• They are able to setup their workflows without major problems, and their processes run correctly.
• Optional: They put the docker file, and it is built initially as a separate.

Specifications:

• When you launch a job a directory in scratch is creating for each launch.
• Each launch generates a new output directory, nothing is overwritten.

@PaulNdrei we need the specific development tasks which need to be implemented, in order to distribute the work.

We are going to create the template and the necessary remaining stuff to get the Magma archetype working for the simple task of launching an HPC job.
