Spelling suggestions could be better #1255

Input: Verhlaten Suggestions: Verladen, Verlagen, Verhalten

Why is the Verhalten suggestion not at the first position? It's caused by our fsa.dict.speller.replacement-pairs setting. Here's what happens:

input: Verhlaten
rh -> r gets applies => Verlaten
Verlagen and Verladen are the first suggestions because their distance to "Verlaten" is 1

Solution ideas:

does considering context help so much that it works around this issue?
consider the replacement-pairs only optionally in a second step, if we cannot find suggestions without them (either on our side or on Morfologik)
