[fr] "co", "anti", "cyber" and "semi" #4664

"co", "semi", "cyber" and "anti" are words that are often ignored by French users. Do we need a compound rule for these prefixes?

This is related to the rules PREFIXES_NON_SEPARES. Can you see what we can do with these other prefixes? @Rebecca-auque First, we need to know what are the desired suggestions.
