PBT doesn't stop the loop #66

Need to investigate this. on problem castro5m2, meyer10, the PBT doesn't seem to stop the loop properly.

The initial investigation indicates this is a parameter issue, i.e., improve threshold is small so that POD will continue to run many iterations. Further & more careful investigation is needed
