Suggested Ecosystem Maintenance Tasks

[x] InfrastructureModels v0.7
[x] JuMP v0.22 and v0.23
[x] Increase Julia lower bound to v1.6
[x] Explore dropping dependency on MathOptInterface (key values exported by JuMP as of v0.22)
[x] Explore Replacing Cbc with HiGHS in tests
[x] Replace uses of Int64 with Int for improved code portability
