Use the ppn in the msub line #25

Currently the procs per rank configuration is passed onto the runscript but is not used in the allocation.

If we use it in the allocation we will error out sooner on a bad configuration and the allocation will probably be configured better.

This was added to moab in c39e7501ed08aacbf1da2c79afddf8b56c1ca577
