Hardcoded digitizer bits in voltage scaling #62

Fiducia has 11 bit digitizers hard encoded into the voltage scaling which will cause issues after Dante upgrades are made. Specifically, this problem exists on line 287 in RawProcess.py module but could exist elsewhere
