adds support to run palm on compy mcnodeface, pnnl computer.

@katsmith133 this PR should get you running on compy. I thought it also might be a good introduction to PR reviewing since it only adds files to palm and doesn't modify any existing files.

I suppose I need Compy access to verify that this PR runs and complete the review though, so I will come back to this once I am approved for Compy access.
