Update Dot Net Framework from 4.5.2 to 4.8 Update all Nuget packages to the latest Built with VS2022 - no changes to solution file required. Cli exe named changed from XmlHavester to XmlHarvester

The update for Ookii dialogs is interesting. They have deprecated Ookii.Dialogs and replaced with Ookii.Dialogs.wpf. https://www.nuget.org/packages/Ookii.Dialogs

The update went fine. The project builds and the GUI looks fine.
