Return to Top on Terms of Use page returns a blank page #222

What steps will reproduce the problem?
1. Click on "create an account"
2. Click on "Terms of Use"
3. Scroll down to bottom
4. Click [Top]

What is the expected output? Page is scrolled back to top.
What do you see instead? Page is blanked.

What web browser are you using (Firefox, Safari, Internet Explorer)?
Firefox used on Windows XP
